MONTGOMERY, Ala. (WDNews) — According to an executive order signed by Gov. Kay Ivey on July 22, 2026, Executive Order No. 695 has been rescinded after the state law supporting it was repealed.
Executive Order No. 695, issued on Sept. 14, 2016, designated the Alabama Department of Economic and Community Affairs (ADECA) as the state agency authorized to exercise regulatory jurisdiction over the Property Insurance and Energy Reduction Act of Alabama (PIERA).
According to the order, PIERA, enacted in 2015, authorized local governments to provide financing for certain energy-efficiency and community-resilience projects and allowed the governor to appoint a state agency to oversee the program.
The order states that Act No. 2026-265 repealed the statutory provision under which Executive Order No. 695 was issued, rendering it obsolete.
Gov. Ivey wrote, “NOW, THEREFORE, I, Kay Ivey, Governor of the State of Alabama, by virtue of the authority vested in me by the Constitution and laws of the State of Alabama, do hereby rescind Executive Order No. 695, dated September 14, 2016, effective immediately.”
The executive order was signed by Gov. Kay Ivey and attested by Alabama Secretary of State Wes Allen on July 22, 2026.
