ENTERPRISE, Ala. (WDNews) — The Enterprise City Council has approved a resolution authorizing Mayor William E. Cooper to begin formal negotiations with Willow Capital Partners, LLC, for potential economic development incentives tied to a proposed major commercial project on the U.S. Highway 84 Bypass.
The development would bring approximately 200,000 square feet of new commercial space to the city, including multiple national and regional retailers. Preliminary discussions are focused on new-to-market retail and restaurant concepts.
“This is an exciting and important step forward in advancing the City of Enterprise’s long-term goals for growth and economic development,” said Mayor William E. Cooper. “Bringing expanded retail opportunities to this part of our city has been a key objective of our strategic plan, and this project moves us one step closer to making that vision a reality.”
The targeted development area—located between U.S. Highway 84 East and State Route 27 South—has been identified by city leaders as a priority for commercial expansion. The project supports the council’s efforts to grow Enterprise’s retail base, expand job opportunities, and enhance quality-of-life amenities for residents.
The resolution authorizes the mayor to work with Willow Capital Partners to determine the scope of potential incentives and begin drafting a Project Development Agreement. Any final agreement would be presented to the council for public consideration and approval, as required under Amendment 772 of the Alabama Constitution, which governs the use of public funds for economic development.
