PANAMA CITY, Fla. (WDNews) — According to the Panama City Police Department, an 18-month narcotics investigation known as Operation Slow Play has resulted in 18 arrests and the seizure of nearly 50 pounds of methamphetamine, firearms, and more than $26,000 in illegally obtained assets.
Police said the investigation began in October 2024 after detectives identified street-level methamphetamine distribution at a local hotel. Over the next 18 months, Panama City Police detectives worked alongside Task Force members from the Drug Enforcement Administration’s Panama City Resident Office to identify those responsible for trafficking illegal narcotics and gather evidence.
According to police, investigators seized methamphetamine, cocaine, marijuana, fentanyl, illicit pharmaceuticals, firearms, and more than $26,000 in assets believed to be connected to illegal drug activity during the investigation.
On Tuesday, July 7, 2026, the Panama City Police Department, DEA Panama City Task Force members, and the Florida-Caribbean Regional U.S. Marshals Task Force executed multiple arrest warrants across Bay, Gulf, and Jackson counties.
Those arrested and their charges include:
- Jerri Dickens: Trafficking in Methamphetamine (more than 14 grams), Unlawful Use of a Two-Way Communication Device, and Possession of Drug Paraphernalia.
- Amber Estill: Two counts of Sale of Methamphetamine and two counts of Unlawful Use of a Two-Way Communication Device.
- James Fontenot: Conspiracy to Traffic Methamphetamine (more than 28 grams) and Unlawful Use of a Two-Way Communication Device.
- Russell Foster: Possession of Methamphetamine, Unlawful Use of a Two-Way Communication Device, and Possession of Drug Paraphernalia.
- Ashley Gainer: Trafficking in Methamphetamine (more than 28 grams) and Possession of Drug Paraphernalia.
- Joseph Gainer: Conspiracy to Traffic Methamphetamine (more than 28 grams) and Unlawful Use of a Two-Way Communication Device.
- Tiffany Garner: Trafficking in Methamphetamine (more than 28 grams) and Possession of Drug Paraphernalia.
- Troy Goodner: Conspiracy to Traffic Methamphetamine (more than 28 grams) and Unlawful Use of a Two-Way Communication Device.
- Portia Gray: Trafficking in Methamphetamine (more than 400 grams), two conspiracy trafficking charges, and two counts of Unlawful Use of a Two-Way Communication Device.
- Devantae Jones: Conspiracy to Possess a Controlled Substance and Unlawful Use of a Two-Way Communication Device.
- Jene Palmore: Conspiracy to Possess a Controlled Substance and Unlawful Use of a Two-Way Communication Device.
- Latasha Palmore: Trafficking in Methamphetamine (more than 28 grams) and Unlawful Use of a Two-Way Communication Device.
- Ondrea Palmore: Conspiracy to Traffic Methamphetamine (more than 400 grams), Trafficking in Methamphetamine (more than 28 grams), Unlawful Use of a Two-Way Communication Device, and Possession of Drug Paraphernalia.
- Jasmine Peterson: Conspiracy to Traffic Methamphetamine (more than 400 grams) and Unlawful Use of a Two-Way Communication Device.
- Cornelius Porter: Possession of a Controlled Substance.
- Reshard Perryman: Trafficking in Methamphetamine (more than 400 grams) and Fleeing and Eluding Police at High Speed.
- Jeremy Riley: Multiple trafficking charges involving methamphetamine and fentanyl, three counts of Sale of Cocaine Within 1,000 Feet of a Church, Sale of Methamphetamine Within 1,000 Feet of a Church, and Unlawful Use of a Two-Way Communication Device.
- Tevin Ross: Trafficking in Methamphetamine (more than 400 grams), Conspiracy to Traffic Methamphetamine (more than 400 grams), Unlawful Use of a Two-Way Communication Device, and Possession of Drug Paraphernalia.
According to the Panama City Police Department, the investigation was supported by the DEA Panama City and Tallahassee offices, the U.S. Marshals Service, the Florida Department of Law Enforcement, the Florida Highway Patrol, the Walton County Sheriff’s Office, the Jackson County Sheriff’s Office, the Gulf County Sheriff’s Office, the Panama City Beach Police Department, and the 14th Judicial Circuit State Attorney’s Office.
