Another drowning in Panama City Beach as law enforcement warn people to stay out of the water.    The Bay County Sheriff’s office says a woman drowned this week near Rick Seltzer Park and now double red flags are flying along the beach to warn swimmers not to go in the water.  The beach is currently closed to the public and anyone who goes into the water faces a $500 fine.
